2-Cooking the beef mixture: Cook the 1 1/2 pounds of ground beef with black pepper over medium heat until browned, about 5 minutes, while breaking up the meat. Add the 4 cloves of garlic, 1 tablespoon of fresh grated ginger, and 1-3 teaspoons of Chinese 5 spice, then cook for another minute to blend the flavors.
